My understanding is that after 3 failed login attempts, BPS blocks further attempts. Can this aspect of BPS protection be disabled?

BPS does not currently have Login Protection. Login Protection will be added in BPS in a future version.

I wonder if we’re talking about the same thing because two people at my hosting company said that they frequently have clients getting locked out of their WP admin by BPS. Would they have to have BPS confused with some other security plugin?

Yep I believe they are talking about the BWPS plugin and not BPS. The BWPS plugin is known for causing this problem. 😉
