i have tried to access

https://www.example.com/wp-content/plugins/bulletproof-security/readme.txt through the tor browser and it is letting me read the file

Can you check if you can access it please?

Solution:

Clearing Varnish cache, Cloudflare cache and Browser cache fixed the problem.

Note: The BPS System Info > Apache Modules checking code does not return accurate information about loaded Apache modules on Cloudways.
