Used Filezilla to make recommended change and now I cannot log in as admin. Changed the wp-login.php back to 704 and still not allowing access.

wp-login.php should either have 644 or 604 permissions if your Server API is CGI and/or suPHP. Try changing the file permissions to 644 and see if you can login.
