htaccess File Changes Not Saved

I am having problems with the settings staying in place. It always makes me create a secure htaccess file in the root folder and then I refresh the page. After I go to another area within the wp admin panel it asks me to do it again.Thanks for your help.

Another cause of this issue/problem could be that you have another plugin installed that is using the WP flush_rewrite_rules function inappropriately/incorrectly >>> http://forum.ait-pro.com/forums/topic/read-me-first-free/#flush-rewrite-rules
