Setup Wizard Security Core Files Setup Error: Unable to create or update File

I got three red line errors AND I was not able to download the hta access file even with the fix on.

Here are the errors. How do I fix them. I am considering getting the pro level for this and other sites, but I want to get this fixed first.

Very odd problem that I have never seen before.  If the problem had to do with a file or folder permissions or an Ownership problem then you would have seen errors for all the files in the Setup Wizard Security Core Files Setup and not just some of them.  The only thing I can think of to try would be to delete/reinstall the BPS plugin and run the Setup Wizard again.  The zip file download problem is also related to whatever problem is going on on your website since the /wizard/.htaccess file was not successfully created.  Go to the BPS System Info page and copy and paste this information below about your website/server.

This type of illogical problem could indicate that there is a problem with your PHP server build/compile.  So if you see any other strange errors occurring with anything else on your website/server then you should switch your PHP server version.  Check your web host’s help documentation for how to switch/change your PHP server version.
