It’s an anti-abuse measure. It is Browser Session based – you get 10 form submissions per Browser Session. If you close your Browser application (Chrome, Firefox, etc) then you get 10 new form submissions per Browser Session. We had to create that anti-abuse measure years ago because on few occaisons we had people trying to randomly guess BPS Pro Download-Request Keys and they were trying random possible combinations of Download-Requests Keys to get a BPS Pro zip file. So anyway most likely you will not use up 10 form submissions per Browser Session and if you do then you would just need to close your Browser application and then you will get 10 new form submissions per your new Browser Session.
