    Step 7, I have added /wp-admin/update-core.php? to the plugin firewall, performed the 2 steps for setup and I am still having this issue I have tried reading but I cannot locate anything with this issue

    That’s an odd one. The wp-admin htaccess file is causing the block not the Plugin Firewall. Since this is a one-time thing then just deactivate wp-admin BulletProof Mode and do the update.
