If I dismiss them on one computer with an admin account should it be dismissed on all computers or is it cookie based?

They are WordPress admin_notices. So they are displayed to admins and if you dismiss the notices in your admin account then they would not be displayed to your admin account any longer. If you login with a different admin account then the notices would be displayed in that admin account until you dismiss them.
