Appears to be an htaccess security protection file created in the wp-includes folder by the SiteGround Security plugin.  This is an old forum topic, but confirms that the SGS plugin created this file > https://forum.ait-pro.com/forums/topic/an-htaccess-file-has-been-detected-in-the-wp-content-folder-that-breaks-bps-features/#post-40666

Spoke too soon. I found a couple of files that had these red upside down question marks in a couple of index-https.html docs.

Here’s a link to a screenshot for one of them.

    Please advise, thanks.

Just downloaded the plugin and checked the wp-video-lightbox.php file.  This is a perfect example of a plugin modifying one of it’s original installation files after the plugin has been installed.  Probably to fix a coding mistake.  So the file is legit. You can ignore it.

Actually index-https.html files are WP Rocket cache files.  They are known to trigger false positives.  You can safely ignore them.
